STEP reconstruction benchmark

Each case stores only a protected teacher STEP in Git LFS. DesignIR, reconstructed STEP, acceptance reports, and perturbation artifacts are produced at runtime outside the case directory.

These two teachers were migrated from the retired Exact Base fixtures. Their old copied-B-Rep specifications and generated outputs were intentionally removed. They are now held-out truth for independent DesignIR reconstruction.
